Hello,
One of the important documents required during TS ICET counselling is the Transfer Certificate. Unless you finish your graduation you will not get your Transfer Certificate and without transfer certificate you will not be eligible for TS ICET counselling. Also candidates who had qualified in TSICET-2020 and who secured 50% (for OC) and 45% (for others) aggregate marks in Degree or its equivalent examination are only eligible for the counselling.
