Hi,
PWD category is for those students who have some physical disability. Disability that makes a person unable to use a particular part of their body like leg or hand or eye or ear or any other physical disability. If the burn is so severe that you can't use your hand for normal activity then you can get in the process of getting a PWD certificate and once you receive it then you can apply with that.
