There are various factors that influence the cut offs and there are fluctuations in cut offs varying In hundreds to thousands depending upon the course and demand.
You have scored a good rank in BHMCT but since you are an outside Delhi candidate, there are less chances that you would be able to get your desired college for that.
Definitely give spot counselling a try as it will increase your chances of getting a good college of IP University.
