My jee mains 2019 rank is 68194 can I get any college with this marks and in upsee I am getting 328 marks can I get ec in government college

for JEE Main , yes you can get an college but private college or state level government college through counselling only. or you can go for direct admission.
for UPSEE your marks is good enough to give you a quite a good rank and if you have any category then that will be more helpful.
yes you can get ECE in college. Government may be difficult.
