Yes you can join. IIT,NIT and IIT campus have percentage criteria. Government and private institutes mostly considers the rank and score of the candidates. There might be some universities which may consider percentage for admission. If you go for government colleges then your rank and score of the entrance exam is considered for admission.
Rank cutoff is also wide and candidates having reservation category and state quota easily gets an admission in government colleges.
