my jee percentile in 2019 April attempt was 42.8424398 OBC and my jee rank is 261844 with 45% pcm 12th which is best college i can get

Your percentile is very less and rank is very high.
You are not satisfying the boards criteria of minimum 75% marks
So you are not eligible to get admission to the NIT IIIT or GFTI.
Don't need to worry, you can apply for state government colleges through State entrance exams and some private Colleges such as thapar, Sastra, VIT SRM BITS,etc.
You can also prefer to take a year drop for the preparations to score good next year.
