My jee percentile is 65.8 my OBC rank is 145831 can I get any NIT or IIT

I am sorry to inform you that, with this percentile it's not possible to get into NITs. And your Jee main percentile is only related to NITs.
As for IITs one need to clear Jee Advanced. I hope you wrote Jee Advanced this year and your Jee advanced rank will take you to IIT.
