My obc certificate is issued by bihar Govt. Should it be issued by Delhi Govt. to apply for JAC as outside Delhi?

Hello satyam,
The certificate are issued from one state to another when you complete 10 years of residency at the particular state where you want to transfer.
Or you will be considered in open category that's why they require your domicile and non creamy layer certificate
