my obc is under process and i filled the application form as UR .can i apply as obc at the time of net counselling.

Hello,
According to the guidelines the caste has to uploaded a long with the certificate during application so that the category rank can be given during declaration of results.
I am sorry to say I do not think you can change your caste during counselling. You can try. However it is mostly not possible.
