The notification typically includes APTET's official contact information, which in previous years was aptet.cgg.gov. Ask your bank a question and provide the transaction date and merchant name "APTET" so they can determine whether it's stuck. Within 7–10 working days, they will either confirm your registration or automatically issue a refund if the bank side payment was successful but the APTET side payment failed.
