Your percentile score is quite good.!
Based on your percentile, you will qualify for JEE Advanced and also have chances of getting admission in a government college or institute.
However, the final cutoff percentile along with the ranks will be released by NTA after the April exam session based on which the different NITs will release their admission cutoffs. So, you'll get the idea regarding the admissions after the April exam- till then you will have to wait.

I scored 96.86 percentile is that good enough to take pec Chandigarh NIT or IIIT?

Considering you as a general category candidate, for admission in NIT- minimum 98+%ile score is required as per previous years JEE Mains criteria.
No doubt your percentile score is good to qualify for JEE Advanced but for admission in NIT there are less chances. Wait for the final cutoff percentile result which will be declared by NTA after the April exam session- you'll get the idea for the admission cutoffs too by different NITs.
