Yes you can join Merchant Navy with 63% marks in 12th PCM.Mostly all the maritime institute and shipping companies require a minimum 60% marks in PCM , so you are eligible. Along with that you should also have atleast 50% marks in english in either 10 class or 12 class.
If you meet the medical standards and your eyesight is good and you don't have color blindness you can pursue this course.
