You are interested in DSNLU Vishakhapatnam, Uttrakhand domicile certificate don't work you need Andhra Pradesh certificate.
Can I get admission at this rank ?

No chance at this rank under general category,last year 4000 rank was cutoff in vacant seats.You should apply for UPES DEHRADUN ,today is last date.
