my rank is 2 lakh 17 thousand general cast domicile of uttrakhand can I got any govt institute in my own state?

Your rank is pretty low to get top colleges in your homestate. Since you fal under general category there isn't any chance for NIT.
But you can surely get some branch in other government funded colleges in Uttarakhand.
