My score is 411 ece. rank is 9640. Could you please tell where can I apply

Your marks are less but getting less marks doesn't mean that you don't have options left with you. Based on your score and rank, you have very less chances of getting seats in top IITs and NITs, but you have chances getting into low ranked NITs. And, also very less chances of getting call from PSUs.

There are many other standard colleges in which you can apply like VIT, SASTRA, etc. that offer you degrees with Gate stipend as equal as IITs.  You can also get into state colleges. These are the colleges which are well euipped with good infrastructure and good quality education. Coming to their placement, they have good placement record also.

I would also like to suggest you that if have time then go for one more attempt. Give some time to figure out your strength and weaknesses. Try to convert your strong area into strongest and work on your weak points. Don't loose hope , start preparing with strong determination and enthusiasm and surely you will succeed.
