    I can suggest you some of the colleges like Govt. girls polytechnic college,Lucknow,UP rajashi Tandon Open University,Allahabad. Deen Dyal Upadhay Gorakhpur university,Amity school of fashion designing,Noida etc. These all are good rated colleges in UP.Your sister can have a diploma in fashion designing in these colleges.Hope this helps.
