Sorry Ma'am, considering this rank it's seems very less possibilities to get admission into top government colleges in Andra Pradesh(AP).

To get admission into government college/institute you have to wait till last round of counselling.

Yes there are good chances of getting into the top colleges with 18k rank.
Colleges like Andhra University,GMR institute of technology, RVR college of engineering and few other JNTU affiliated colleges provide the seats for the general category students with the rank but as no scholarship will be allotted to general category students student has to pay the total amount to the college.
Kindly go through the college eligibility criteria and Check the other details an get in contact with the administration office of college
