To study Engineering, your son should complete his 12th with subjects like Physics and Mathematics as mandatory subjects while Chemistry can be replaced with any of the vocational subjects. He has to appear for any of the major entrance examinations like JEE, VITEEE, BITSAT etc. for admission to various Engineering Colleges in India. If your son is completed 10th standard, he still has time. He needs to complete his 12th first.

Your son need to take admission in 10+2 with Physics,Maths and Chemistry (optional subjects like biology , biotechnology and some other are also available in place of chemistry) first after that he can take admission for BTech or BE in Mechanical Engineering . For this many exams like JEE Mains , JEE Advance , MH-CET , WBJEE are for admission in various colleges at national and state level .
Second option is he can do Diploma in Mechanical Engineering and then through lateral entry program he can join some engineering college for BTech or BE .
Fee for mechanical engineering varies from college to college in some state government colleges fee is just around 30k per annum or even less than that while in some private college fee is 4 lakh per annum . It depends on the college in which you want admission .
But before engineering your son needs to pass 12th or complete Diploma . So , first look for admission in 10+2 and let him prepare for engineering entrance examination like JEE etc.
