As you have mentioned that your st rank is 4190 in jee mains. Now, iif we look over previous year's cutoff fir the nits, you have fair chances to get NITs under 85% home state quota or 15%0All India Quota.
You Can get Civil , Electrical Engg at NIT Hamirpur ,Patna ,Puduchery ,Srinagar, jamshedpur,etc and all other NIT Except top 10 NITs.
