My upsee 2019 rank is SC-5431 and general-62070 which engineering college can i get at this rank in uptu ?

Based on your rank you cannot get a good government college. You have rare chance to get a government college. It also depends on the cutoff list. The cutoff list depends on the number of students appeared in the exam and the level of paper whether it is easy, moderate or hard. But if you want to take admission in government College at anyway ,then you may refer these College :
1. Chhatrapati  Shahu Ji Maharaj University Kanpur
2. Lucknow University
These are the government college where you may get chance in  core branch. As you have not mentioned your particular branch you want to take so I am giving details about all branch. As per your rank you are not getting a college in CSE branch.
If you are interested in private College then you can go through these Colleges:
1. Inderprastha Engineering College Ghaziabad
2. Krishna Engineering College Ghaziabad
3. IIMT Greater Noida
4. ITS Engineering College Greater Noida
5. Sharda University Greater Noida
These are the private Colleges where you may get chance in CSE/IT branch also. So if you are in interested in CSE branch you can go through these Colleges. Otherwise you can look for core branch also.
Do your counselling properly. Give your preference in the first round and then according to your cutoff. You must give the name of Colleges where you have chance to get admission. You can come to knowledge about different Colleges by visiting their respective websites. You can even predict your college according to your rank. A your  rank is not good and if you want to get a good College, then you should dropped this year. You must do preparation for UPSEE exam and then attempt it next year. So you are able to get College as per your choice accordingly.
