My uptu 2019 b tech rank is 5815. Which colleges can I get ? I belong to general category.

You have good chance to get good colleges . In your first counselling you can apply for some government colleges also.You  can get admission in different private colleges. As it also vary from  branch to branch. If you want to opt for CSE then you must have good rank . Otherwise you can opt your branch according to your interest. I suggest you to go for private colleges which is near to your location and study good in college and try to grasp the knowledge as possible as you can.As you are in general category your's rank much matter. You acn easily visits the  sites of all colleges and come to know about their rating, placement,fees and cutoff also. Cutoff  list vary from year to year. It depends upon the level of paper (easy, moderate,hard).  In your first counselling apply for those colleges which you preferred most.
