My Wbjee 2019 Gen rank is 21600 and my TFW rank is 5491.. which Colleges may I get

With this rank in WBJEE 2019 you cannot get a seat in any government college. You cannot get TFW in the top ranked private colleges. All the allotments are done on the basis of GMR only. Please visit this link and check for yourself ,make 2-3 selections among the list of colleges that appear.If you do not have a prefered branch then set the branch to "not sure"similarly for the college location and Use your general rank (not the category rank) to generate the colleges that might let you in.
