My wbjee genarel rank is 40000 and SC rank is 3208.....I will be able to get admission in govt college???

It is difficult to get in government colleges.
Most of the government engineering colleges under WBJee filled within 2000-2500 sc rank. Though you may try for Coochbeher or purulia government engineering colleges.
Many private colleges also provide quality education and placements.
Do try for the colleges like IEM, HIT, TECHNO INDIA SALT LAKE, TECHNO INDIA RAJARHAT etc.
