With 10000 rank getting a government college will be difficult for you. But you may get the top private engineering colleges.
Institute of Engineering and Management  (IEM )-You may get the civil and electrical departments.
Heritage Institute of Technology -You may get mechanical, civil,electrical, biotechnology and ECE department.
Haldia Institute of Technology -Ece, mechanical,civil departments.
In GCELT which is a government college, you will get leather technology.
If you wait till the mop up round,You may get the government colleges as well like chemical engineering in Jadavpur University.
