Hello, there are some rules mentioned below
Round 1: Fresh registration allowed
Round 2: Fresh registration is allowed
Mop-Up Round: Fresh registration is allowed
Stray Vacancy Round: Only registered candidates from earlier rounds can participate — no new registration allowed
So if you missed Round 1, you can register in Round 2 or Mop-Up, but not in the Stray Round.For State Counselling, most states allow fresh registrations in Mop-Up or even Round 2 (rules vary by state).
