Hi
UPSC eligibility criteria says that
*You must have a bachelor's degree in any discipline from a recognised university
* Candidates who are in the final year of your graduation or waiting for the final results are also eligible to apply for UPSC examination and can appear in UPSC prelims examination but yes they need to present proof of their Bachelor's certificate before UPSC prelims examination.
Now,
you are doing BE i. e Bachelor in Engineering which is a four year long course and you are still in the third year i. e not in your final year and thus you cannot apply for your UPSC examination now but you can definitely apply for it in your final year or 4th year of your Engineering or after completing your BE
*Minimum age limit :- you need to be at least 21 years old to be eligible
*Maximum age limit :- 32 years , also there's 3 year relaxation on upper age limit for obc and of 5 years for sc/st category
