Hi,
As you have already made the payment, I suggest you to wait for at least two to four weeks for the issuing authority to print and dispatch your request. If you have already waited too long, you can try contacting the administration of the issuing body, that your request is still not processed. I suggest you to directly call them rather then emailing and waiting.
If you know some people/relatives, who have also requested the papers, and if they might have received.
If there office is in nearby location, you can preferably go there physically for your complaint.
