PLZ explain what are open state which all student are available for category A colleges amongst them which have least cut off

There are two categories open state and home state.

You can get admission to any college through open category.

I will elaborate further for better understanding:for example a college is in state A and you are also from state A then you can get admission in this college through home state quota.

Now another student is from state B,so he/she cannot apply through home state quota and will have to apply through open state category.

Let me also tell you that through home state quota you have better chances of getting admission then open state.
