See you will have to normally apply like everyone else even for the TFWS scheme. The seats are 5% supernumerary which means that the seats are reserved for TFWS are extra to the normal intake. The annual income must be less than 6 lakhs per annum. You will have to submit the income certificate to that effect during document verification.
