i applied for new certificate but due to current situation everything is at halt.

Annapurna, you haven't mentioned as to for what have you applied. Neverthless, because of the lockdown, most entrance exams and admissions have been postponed. So atleast for now you still have time to get an original OBC Certificate. Even if once the lock down gets lifted off, the authorities will right away not conduct the exams and admissions. So you will have to time to get it done. At this point in time, unfortunately nothing can be done.
