No, if after the choices are locked and you have been alloted a particular seat then you can either:
- Freeze- You lock your current choice and do not take part in the subsequent rounds.
- Float- Go for a higher preference in the subsequent rounds of counselling.
- Slide- Accept admission in a higher preference in the same college.

Sorry to say this you will not go to 30th choice if you once allocated 29th choice in josaa first round. In further rounds it will go above the 29th choice but doesn't comes down. So you have no chance to go down to 30th choice option.
