Dear,

every colleges and university have the quota section for the minority and it's depend upon them how much the they provide to every cast

Yes on the basis of OBC quota you can apply for the IIT & NIT

Simple contact to that institute and take the idea about the procedure and the way to rigester yourself under quota.
