It is just to make sure that you're at the jee main exam center as early as possible so that you don't miss your exam session. These people have made it a compulsory that candidates coming in late will not be allowed inside the exam hall under any circumstances.
Schedule for JEE Mains all across India.
JEE Main Paper I Offline Exam (Pen and paper based):- April 8, 2018 (9.30 am to 12.30 noon)
JEE Main Paper II (Offline):- April 8, 2018 (2 pm to 5 pm)
JEE Main Paper I Online Exam:- April 15 and 16, 2018
(9.30 am to 12.30 noon)
(2 pm to 5 pm)
So go to your exam centre at least 1hour prior to your exam starting time.

Jee mains paper 2 is to be contucted from 2:00 PM to 5:00 PM.You have to report examination centre from 12:45 PM.
