yes it is approved by the central government and it will be applicable for all the notifications from feb except the JEE since JEE first phase of exam is already been completed in the january which is conducted without this reservation so for the next phase also it will be conducted without a reservation in the april phase also in this year but for the next year of 2020 it will be definetly get implemented by the government , so all the best for your comming exams
