The state which issue you a residential certificate mentioning you are resident of that particular state will be your state of eligibility.
If you have your parents residential certificate you can see that which state has issued it.
Well no state issue residential certificate if you don't have your own house/land in that state .In this case wherever you have a house and its papers based on that you can apply for residential certificate in your block.
