No. Without NEET MBBS admission is impossible, in India and abroad. To pursue MBBS in India, you must pass NEET. Also, without NEET, you will not be able to get admission to any foreign medical university, which is approved by the Medical Council of India (MCI).
If any medical university is not approved by the Medical Council of India, medical degree received from such a university is not recognized in India and therefore it is worthless in India.
To get a medical practice certificate and become a qualified doctor in India, you have to complete your medical graduation from an MCI-Approved medical university.
