Restarting a phone normally does not delete photos and videos. If the files disappeared after restarting, first check your Gallery's Recently Deleted/Trash folder and your Google Photos backup.

Also check whether you are viewing the correct Google account and whether the files were stored on an SD card.

Avoid installing random recovery applications or taking many new photos/videos, because new data can overwrite deleted data. If there was no backup and the files were permanently deleted, recovery may be difficult and is not guaranteed.
