Hey Kuldeep,

According to my point of view I think that Btech. in Computer Science is way better than than Btech. in Electrical. However, IIT Madras is above IIT Roorkee in every aspect, it is one of the best college of engineering.

But, CSE is a growing branch so I would suggest you to consider course over college and opt for CSE from IIT Roorkee.
