As you have mentioned any college or the name of exam or counselling, it is really tough for me to help you with that. But yes, it might be possible that ₹500 is the fee but for the counselling round and not the college. The fee structure is minimal for government colleges per semester but it do not go that low. So try posting a new query with the information about the counselling too.
