As you will be knowing that RV College of Engineering (RVCE), Bangalore is one of the leading engineering institutes in Bangalore.
Same in the case of Ramaiah Institute of Technology (RIT), formerly known as MS Ramaiah Institute of Technology (MSRIT).
These institutes of Bangalore admits candidates into B.Tech courses using the score obtained by aspirant in COMEDK UGET. The institutes releases list of cut-off for each course after the declaration of COMEDK Result each year. Based on the ranks scored, two cut-off lists are released.
As you are preference is CSE it seems a bit difficult to get your preferred course with your rank.
As the cutoff for CSE in both the colleges will be around 300-800 (+ -).
Though there is a chance for home state students but it also depends on number of counselling rounds.

Consortium of Medical Engineering and Dental Colleges of Karnataka Under Graduate Entrance Test (COMEDK) is a state level exam conducted by Consortium of Medical, Engineering and Dental Colleges of Karnataka (COMEDK) for admission to B.E/B.Tech/B.Arch courses. If we talk about CSE in RVCE and Ramaiah Institute of Technology you will easily get as there cutoff last year was around 8000 for both.
