Should I do polytechnic diplona for preparing JEE since I couldn't get a decent college?

For the preparation of JEE main it is not comulsory to do the polytechnic diploma. It depends on your interest if you want to do Polytechnic Diploma then you can get admission direct in the second year of diploma after 12th.
If you want to go for IIT JEE & aiming to get admission in IITs, NITs, IIITs, GFTIs. then I would suggest you to prepare well for the exam only to find out your lakings.
