Should I have a NCL certificate (compulsory) if I have to apply JEE Mains in OBC category? or else GENERAL if I don't have NCL certificate?

Yes, you should have OBC-NCL certificate in order to get reservation otherwise, you will be considered as general category student only.
You are required to produce original certificate of OBC-NCL issued by the competent authority at the time of Seat Allocation Process as well as at the time of admission, failing which you will not considered for the admission.
