should state be allowed to fix quotas for admission to professional colleges for students who do not belong to that state?

Hi aspirant.

There is no such rule under admission in professional colleges.

The quota will be divided both for the scholarship based students and management quota students.And the rules will be same for both categories.

So even if you are not a resident of that state no problem you can take admission in any of the college.
