As per your question,If you are not done with JEE then still you are left with plenty of opportunities to get yourself admitted in some finest college in India. Those are like:
SRM.
VIT.
BMS.
RVR.
BITS PILLANI.
MANIPAL INSTITUTE.
and many other state level college. The above mentioned college do conduct their own set of exam.

Nearly all the good colleges give admission on basis JEE mains score.
So if you wanted a good college than you have to secure good rank in JEE mains.
There are some other good colleges ( private or governmet both) which conduct their own entrance exam like BITSAT ;VITEEE ; IPU -CET etc.
Electrical engineering is already a course in BTech. Undergraduation level.
