Hello,
Generally border district, in any context, is about the area which is affected by the border and its activities. Generally it is a district and sometimes is about 2-3 districts in or around border. For example, districts around the border with Nepal are infected with fake currency trade, thus here it's about the area with which we are dealing.
So, if asked without context, I would say it involves only some districts which have a border with some other nation.
