When you report to the RC after first counselling result, since you wish to be admitted in a better college of your choice, you can opt for upgradation of your choice by choosing 'Float' option which will allow you to participate in the second round and be considered for upgradation of college/course choice. You will also be able to make new choices before the second counselling with Float option.
