Yes, you can rearrange or edit your choice of college in the second round of counselling. You should give preference to the colleges based on your rank and the process of filling choices is conducted through online mode. You can also change your preferences in the coming rounds if you do not lock it as there is a rule for candidates that they can edit or modify or delete their choices before locking them.
