Dear Krish, not every student needs to submit a proof of Income certificate. For example if you have selected OBC-NCL as your category, you should submit a proof validating that the family annual income falls below the OBC-NCL quota. In your case, if it is below 6,00,000 Rs per annum, you need a proof. If it is above 6 lakhs per annum and then you have selected just OBC, then you dont need the proof.
