Sir I am from tamilnadu.Now I have my first graduate certificate with me.How can I use it colleges or will I get any money through bank?

The question raised by is quite unclear, can you please elaborate on it and also from what I understand, if you have your Bachelor's degree in some domain and wish to pursue higher education such as masters in that same course or related course, then you will get a stipend from the government if you are pursuing from Govt college.
