Hi,
Based on the information provided by you ,I would recommend you to participate in all India counselling and try your luck . If you are trying in for state counseling in rajasthan as given by you , the chances of you to get into government medical college is moderate. You can get admission im Government medical college kota. Since this year their has been a huge raise in cutoff , the chance are 50-50%. I would recommend you to participate in state counselling.
